GEORGETOWN: Kesatuan Pekerja-pekerja Dalam Perkhidmatan Awam (CUEPACS) mengemukakan lima perkara utama untuk dipertimbangkan dalam semakan semula skim Saraan Baru Perkhidmatan Awam (SBPA) dengan tumpuan kepada aspek keadilan dan kesaksamaan, terutama bagi penjawat awam gred 54 dan ke bawah.

CUEPACS is insisting that the number of its officials in future meetings involving the special task force on New Remuneration Scheme for the civil service (SBPA) to be increased from one to at least four.
GEORGE TOWN: Its president Datuk Omar Osman said it was paramount for Cuepacs to have more representatives in the task force meetings so that the umbrella body representing civil service unions could have a balanced voice in the committee.

He said during the task force's first meeting on Jan 25, only he was allowed to be present at the meeting.

"The interest of 1.3 million civil servants nationwide is at stake and I must not be seen as making decisions without consulting other key Cuepacs officials during task force meetings," he said after briefing officers and personnel from the state Fire and Rescue Department on the SBPA issue.

Omar, who is also the sole Cuepacs representative officially appointed to sit on the task force said if this did not work out, he would opt to leave the committee and continue the pressure to review the SBPA on a Cuepacs platform only.

The three Cuepacs officials who wish to be represented at the task force meetings are its deputy president 1 Aziz Muda, secretary-general Lok Yim Peng and financial secretary Jaafar Mansor.

"The ideal number is nine representatives from Cuepacs, but the minimum number we are pushing for is four."

Omar said the demand was one of the five main points that Cuepacs was lobbying for in the SBPA review.

The other four are namely to review salary adjustment of officers in Grade 54 and below; preserving officers' seniority as stated in the Skim Saraan Malaysia (SSM) before switching to SBPA; to review the salary scheme for government servants who have reached the ceiling salary scale; to review the salary increment of between seven and 13 per cent; and to review the restructuring exercise at all grade levels.

Omar said among the key issues disputed by government servants are the quantum of salary increments in SBPA which was seen as not being transparent and the need for an imbalance adjustment between senior officers above Grade 54 and those on Grade 54 and below.

"To address these issues, Cuepacs is holding a nationwide road show to meet government servants. Those who are unhappy with the SBPA have until Feb 15 to voice their grievances."

Cuepacs threatens to pull out from SBPA task force

GEORGE TOWN: Cuepacs president Datuk Omar Osman has threatened to withdraw from the task force to review the controversial Public Service New Remuneration Scheme (SBPA) if three other Cuepacs officers are not appointed to the task force.

“We have over 1.3 million civil servants in Cuepacs and we want three more of our officers to be in the task force,” he said after a roadshow at the Perak Road Fire and Rescue Department yesterday.

Omar said the three people he wanted appointed to the task force were deputy president Aziz Muda, secretary-general Loke Yim Pheng and Cuepacs financial secretary Jaafar Mansor.
He said the three were not allowed into the first task force meeting at the Public Service Department (PSD) office in Putrajaya on Wednesday and he hoped that by the time the next meeting was conducted they would be appointed.

Omar said he had brought the matter up to the head of the task force, former PSD director-general Tan Sri Ismail Adam, but was told to inform Chief Secretary to the Government Tan Sri Mohd Sidek Hassan.

He added that the salary distribution principle of those under Grade 54 and below must be reviewed.

“Those who are under the salary scale like engineers, university academicians of Associate Professor and below, government agency directors and other professionals are not satisfied with the SBPA scheme.

“Under the SBPA, seniority is lost. The juniors are placed on the same starting point as their seniors who have already hit the ceiling on their salary scale many years ago,” he said.

Omar said Cuepacs would con-duct a roadshow nationwide to advise and provide updates of the task force meeting.

KUALA LUMPUR, 9 April — Perdana Menteri Datuk Seri Najib Razak bersedia bertemu dengan wakil kesatuan dan persatuan pegawai-pegawai Kastam Diraja Malaysia (KDRM) dalam usaha merungkai segala isu-isu yang sedang dihadapi termasuk ekoran insiden kematian salah seorang anggotanya di presmis SPRM.
“Tidak ada masalah, saya boleh jumpa, pada masa yang sesuai..,” kata Najib di Pekan hari ini. Dipetik Bernama Online.
Najib (gambar) yang juga Menteri Kewangan berkata demikian ketika diminta mengulas hasrat persatuan itu berikutan laporan-laporan buruk berkaitan KDRM sejak kebelakangan ini.
Semalam, Presiden Kesatuan Pegawai-pegawai Kastam Semenanjung Ibrahim Ahmad berkata moral dan kredibiliti pegawai dan anggota KDRM kini terjejas berikutan laporan media berhubung kes rasuah dan pengubahan wang haram membabitkan RM108 bilion.
Ditanya berkenaan perkara berkenaan, Perdana Menteri berkata sekiranya semua pegawai KDRM “mengikut peraturan”, maka tidak akan “timbul apa-apa masalah” lagi.
“Kalau kita ikut peraturan (dalam urusan kerja), tidak ada masalah, kalau (urusan) import apa-apa produk contohnya, kita isytihar produk itu pada harga berpatutan atau harga sebenarnya, tidak ada masalah.
“Kalau kita tak nak isytihar atau mengisytihar kurang dari nilai, itu yang jadi masalah.
“Kalau ikut pada peraturan, sepatutnya tidak timbul apa-apa masalah (seperti apa yang berlaku ketika ini),” kata Perdana Menteri.
Semalam, Ibrahim ketika bercakap kepada pemberita berkata:
“Sebagai Perdana Menteri dan Menteri Kewangan, kami berharap Datuk Seri Najib dapat memberikan nasihat yang boleh membersihkan maruah dan imej Kastam yang kini terjejas akibat laporan media yang tidak tepat.”

Kesatuan harap anggotanya tak 'dipukul' SPRM

Kesatuan Pegawai Kastam Semenanjung berharap anggotanya tidak akan "dipukul atau dijentik" ketika disiasat oleh Suruhanjaya Pencegahan Rasuah Malaysia (SPRM).

Presidennya, Ibrahim Ahmad berkata demikian ketika mengulas mengenai insiden melibatkan seorang anggotanya, Ahmad Sarbani Mohamed, yang ditemui mati di bangunan SPRM Wilayah Persekutuan Rabu lalu.
"Kita minta (ketua pesuruhjaya) SPRM beri jaminan supaya pegawai
yang disiasat tidak dipukul atau dijentik.

"Kita mahu (siasatan) ikut prosedur. Kita minta SPRM lebih profesional dan bertanggungjawab

Menjawab soalan, Ibrahim berkata, setakat ini belum ada laporan polis melibatkan anggota dikasari SPRM.

"Ini cuma kebimbangan kita. Kita tidak mahu (berlaku) paksaan dan kita tidak mahu (anggota kastam) dipukul.

"Kita tak pernah nak bersengketa dengan mana-mana agensi kerajaan. Kita hanya bekerja untuk memungut hasil negara," katanya lagi dalam satu sidang media di Kompleks Kastam Kelana Jaya petang ini.

Kebimbangan itu turut diulas oleh presiden Persatuan Pegawai Kanan Kastam, Mohd Noor Yusoff yang menjelaskan bahawa belum ada sebarang aduan dibuat berhubung perkara itu.

"Kita tidak ada (terima aduan), cuma pegawai-pegawai kanan yang ditahan itu tahu hak mereka.

"Kalau ada kes-kes dipukul, dipaksa, diugut, itu diluar jangkaan.

"Kita mengharapkan SPRM menjalankan siasatan dengan adil kerana mereka ini belum dituduh, cuma membantu siasatan," katanya.
Mengulas lanjut, beliau turut meminta media supaya membetulkan laporan berhubung insiden melibatkan Allahyarham Ahmad Sarbani (kiri).

"Kita juga berharap nama Allahyarham dapat dibersihkan daripada perkataan 'membunuh diri.'

"Beliau sangat jujur. Kita ingin nama beliau dibersihkan," katanya lagi dalam sidang media itu.
